Position: Cost Analyst, Mid-level – DHS

                           

Location: Washington, DC Area

 

Job Summary

 

This position will provide experienced cost analysis and estimating support for Department of Homeland Security (DHS) programs.

 

Years of Relevant Experience

 

The position requires 5-7 years of cost analysis and estimating experience. DHS experience is desirable, but not required.

 

Essential Job Functions

 

The following duties are normal for this position.  The omission of specific statements of duties does not exclude them from this position if the work is similar, related, and/or a logical assignment for this position.  Other duties may be required and assigned.

 

The Cost Analyst shall provide cost estimating related support and services. The Cost Analyst shall assist customers with developing procurement solutions through the use of mathematical, statistical, and operations research techniques. The Cost Analyst shall assist in the development of complex cost studies, prepare related documentation, and assist with analysis for systems and programs. The individual’s activities include but are not limited to:

 

·      Participate in cost teams performing cost estimating and cost analysis of DHS programs.

·      Understand and assist in the development cost models incorporating cost risk and uncertainty through Monte Carlo discrete event simulation, documenting and presenting results, communicating with stakeholders, and attending various program meetings.

·      Assist with identifying and collecting cost data, preparing Work Breakdown Structures, normalizing data, performing statistical regression analysis, learning curve analysis and other analyses.

·      Individual will perform cost analyst duties, responsible for overall development, evaluation, and quality assurance of cost estimates, including ad-hoc special studies.

·      Assist with database architecture plans and development.

  •        Provide effective verbal and written correspondence, prepare reports and presentations, as required.
  •        Support cost research and issue paper development.
  •        Be able to effectively work in a team environment.

 

Education Requirements

Bachelor’s degree required; preferred in Mathematics, Business, Engineering, or related fields. Graduate and Post Graduate degrees are a plus and may substitute for years of experience.

 

Skills Requirements

·      Possess a Government or industry standard cost certification is preferred. Examples include: Certified Cost Estimator/Analyst (CCEA) and Professional Cost Estimator/Analyst (PCEA) certifications from the International Cost Estimating and Analysis Association (ICEAA), Professional and Technician Level Certifications [e.g. Certified Cost Technician (CCT), CCP, CEP] from AACE International, and Defense Acquisition Workforce Improvement Act (DAWIA) or DHS Cost Estimating certifications.

·      Demonstrated skill in conducting advanced mathematical, statistical, econometric, and other scientific methods.

·      Demonstrated skill in creating and maintaining databases and working with spreadsheets and complex models.

·      Demonstrated ability to work in a dynamic work environment and ability to coordinate and perform multiple assignments.

·      Possess good communication skills, both written and verbal.

·      Demonstrated capability to work both independently and under the direction of experienced analysts.

 

 

Security Requirements

Must be a US citizen. Active Clearance not required, but Secret Clearance desired. Ability to obtain a clearance (up to Top Secret) may be required in the future.
